The nickname ��10-million-dollar baby�� does not do justice to what golf prodigy Michelle Wie is really bringing in. U.S. President Barack Obama has signed an executive order requiring U.S. car makers to increase fuel efficiency,[link widoczny dla zalogowanych], compelling automobiles to travel more than 15 km on one liter of gasoline by 2020, compared to the present rate of 8 km per liter. Obama also instructed officials to form policies aimed at lowering tailpipe emissions by more than 30 percent.
At present, American-made automobiles are far more inefficient than Toyota or Honda vehicles, which often run more than 10 km on a single liter of gas. U.S. emissions regulations are more lenient than those in Europe or Japan. In 2005,[link widoczny dla zalogowanych], 17 U.S. states, including California,[link widoczny dla zalogowanych], toughened regulations by lowering the permissible exhaust level to below the federal standard. But the Bush administration scrapped the regulations,[link widoczny dla zalogowanych], saying they were against federal law. In contrast, the Obama administration has announced its plan to turn the world��s largest automobile market into one centered on environmentally-friendly vehicles.

The Japanese automaker is taking things a step further by developing a dream car that runs exclusively on solar power.
European automakers, including Daimler Benz, are leading the development of so-called ��clean diesel cars�� equipped with more efficient diesel engines that emit less carbon dioxide. Industry research firm Global Insight predicts that by 2025 50 million hybrid vehicles will be sold annually, accounting for 60 percent of the global automotive market. The U.S. research firm forecasts conventional gasoline powered vehicles will be wiped from production lines from around 2035. If Korean automakers fail to develop competitive green cars by then, Korean car makers may have to exit the market for good along with gasoline powered cars.

Rumors that North Korea will in June escalate its standoff with the U.S. are gaining ground. This is the fourth crisis rumor to go around since the nuclear dispute started up again in 2002. This one, however,[link widoczny dla zalogowanych], is quite different from previous rumors. There are immediate signs that North Korea may be preparing for a nuclear test in Kilju, North Hamgyeong Province, with talk of a test coming not just from the U.S. but also from China and Japan. Most of it is pessimistic. "North Korea could conduct a nuclear test as early as June,[link widoczny dla zalogowanych]," a U.S. Defense Department official said, and during a meeting with Chinese officials over the weekend, Foreign Minister Ban Ki-moon said the situation was at a "critical juncture." All agree that something is afoot.
�� Why June?
This started in March when Akitaka Saiki, Japan's representative to six-party nuclear disarmament talks,[link widoczny dla zalogowanych], said if North Korea didn't rejoin the talks by June, the matter would go to the UN Security Council. At around the same time, South Korea's point man at the talks,[link widoczny dla zalogowanych], Deputy Foreign Minister Song Min-soon, said it would be strange for the talks to become an annual event. Song recently said June was only a "psychological line," but it is clearly a significant one. Other government officials have talked of either March or June.
In June, it will be a year since the talks stalled. The international community will have been trying to persuade North Korea to rejoin the talks for 12 month, but if that doesn't work, another way must be found. Within the IAEA,[link widoczny dla zalogowanych], U.S. and Japan, there are many who feel that once June passes, the dispute has to go to the UN Security Council.
North Korea is encouraging these rumors. Pyongyang shut down a reactor in Yongbyon last month and is preparing to extract its spent fuel rods once again. The moves too point to May or June.
�� What Crisis?
As talk of the six-party talks becomes faint, rumors of a June crisis are getting louder. It is likely the U.S. will unite with the other four parties to the talks,[link widoczny dla zalogowanych], to put pressure on Pyongyang, and going it alone has several options. The first is referring the matter to the UN Security Council. Russia has already said it would agree, international press reports say: the problem is China. But Beijing wants a visit to North Korea by President Hu Jintao. If Hu doesn't go to Pyongyang before June, it could follow that China's persuasive powers are not sufficient, and in that case it might sit and watch as the Security Council deals with the issue as it did during the 1994 nuclear crisis.
But North Korea could also choose to conduct a nuclear test in order to break the deadlock. If it does,[link widoczny dla zalogowanych], it would shake the security on the Korean Peninsula and Northeast Asia to its foundations. Foreign Ministry officials say it is pointless to try to predict what might happen afterwards.
�� Seoul's response
The Korean government remains skeptical of the rumors. Unification Minister Chung Dong-young said Monday we must first "explore the facts" of any imminent nuclear test. "China and the U.S., too, have their suspicions about the nuclear issue, but they aren't changing their basic policies yet," he said.
A government official said the rumors "are just a presumption of the worst of the worst-case situations." "Even when the U.S. was preparing to bomb the North in 1994,[link widoczny dla zalogowanych], it was only considering the possibility, and it decided that it wasn't realistic,[link widoczny dla zalogowanych]," he said. Another official said,[link widoczny dla zalogowanych], "Just because the matter goes to the UN Security Council doesn't make it a crisis. With Iraq, a war broke out only after 47 UN resolutions were adopted over a 10-year period.��
There have been rumors of an impending crisis several times since the second round of the North Korean nuclear dispute in the fall of 2002 over Pyongyang's enriched uranium program -- for March 2003, October 2003 and October 2004. All these crises were averted through dialogue or were of questionable provenance.
"I think the rumors of a June crisis are being spread by Japan's conservative media,[link widoczny dla zalogowanych]," said Moon Chung-in, chairman of the Presidential Committee on Northeast Asia Policy Initiative. "A nuclear test is North Korea's last trump card,[link widoczny dla zalogowanych], so it wouldn��t play it lightly, and I think it's unlikely that the North would export nuclear materials to a third country.��

The Korean currency weakened almost W100 against the U.S. dollar in just 15 days from W1,[link widoczny dla zalogowanych],259.5 at the end of last year to W1,358 on Friday. The spread on forex stabilization bonds, an index measuring Korea��s external credit rating, has risen for the past six days to 3.86 percent. The foreign exchange market is showing signs of uncertainty at the start of the year.
This is largely because banks in advanced countries posted major losses in the fourth quarter of 2008, triggering uncertainties in global markets. Citigroup reported US$8.3 billion in losses, its fifth consecutive quarter in deficit. The Bank of America, which acquired Merrill Lynch last year,[link widoczny dla zalogowanych], posted $1.8 billion losses,[link widoczny dla zalogowanych], while Deutsche Bank,[link widoczny dla zalogowanych], Germany��s largest bank, was down $6.3 billion. Korean households spend some W12 trillion a year on after-school education (US$1=W1,[link widoczny dla zalogowanych],017). A recent report by the U.S. Congress�� research unit Congressional Research Service (CRS) has raised questions about North Korea's ability to transform cargo ships into missile launch pads. The CRS report said that North Korea has developed a submarine- or ship-mounted ballistic missile system with a range of at least 2,[link widoczny dla zalogowanych],500 kilometers. Missiles can be carried in a launch pad that looks like an ordinary container and be fired by simply raising the container upright,[link widoczny dla zalogowanych], experts say. A cargo ship would be excellent way to conceal a missile as the enemy would likely ignore it as a simple commercial vessel. Intelligence authorities note that the new North Korean 12-meter ballistic missiles would fit inside a standard container. The CRS report also said that using a commercial cargo ship would be the easiest way for North Korea to carry missiles.
